The answer is only if the court finds that the lawsuit was frivolous, which they usually don't in pro se cases. I would suggest that you get a civil rights attorney. Many will do civil rights cases on contingency, because if they win the case the government pays their attorneys' fees. A sort of encouragement to people to bring civil rights cases. However, those attorneys will only take the case, of course, if they think it is a winner. Otherwise, they make no money. Ask some.
