lost I-130 application

I filed I-130 for my husband in California INS center on 4-14-2000, I got the acknowledgement from US postal service (the green reply card) which has INS's stamp, that they received the application, but I never got the offifical receipt with case number.
I have the acknowledgement (US Postal), receipt of money order with money order number on it.
What do I need to do to get the official receipt from INS? I was hoping by now I should have received the approval as well.
