What is the name of your state? Florida

I'm a manager for the Engineering Department of my company. Some of my programmers will work the whole day without taking a lunch break to go home early. This conflict with my schedule for them, because they come earlier than me and leave earlier than me also. In Puerto Rico it is mandatory to take at lease 30 minutes of lunch break for every 5 hours of consecutive work. What does the Laws in Florida states about this?

Florida law does not require any breaks at all, unless the employee is age 17 or under.

However, as the employer, YOU set the hours, not them. If you want them to take a lunch break and do not want them to go home early, then they take a lunch break and do not go home early, or they get disciplined, up to AND INCLUDING termination. Tell them that effective immediately, they will take a 30 minute (or whatever) lunch break EVERY day and they will work till the end of their shift, PERIOD. Hold them to it and discipline offenders.

There does not have to be a law that breaks be taken, for you to insist on breaks.
