Making you pay for something

undefinedWhat is the name of your state? I live in Michigan. Our Condo association is planning to redo the streets and want $1,000 from every owner to do so. We are an individual Association where we own the land and the home. They want this fee in addition to our regular fee. We have our house up for sale and our planning on moving shortly. They want the money either all at once or we can make payments of $250 every year. Today they sent me a letter saying that I hadn't paid yet and that for every month I dont there will be a $20 penalty. First of all I won't be here in 4 years which is when they plan the work to be done. Can they legally make us pay for something that will not be done until 4 years from now?
