Marry now or file fiance visa?

My boyfriend and I are planning to marry. He came to the US on a J1 visa and has 8 months left for his 2 year obligation in his country of origin. Would it be better for us to marry before he returns to his home country or file a fiance visa and marry after he returns from his 8 month stay?
