The condo Declaration and bylaws for your community will be recorded by the DC government. So you can get a copy of your missing bylaws and amendments by visiting the right government office to ask for copies (Recorder of Deeds?). Rules and Regulations are sometimes recorded as amendments, but are sometimes just non-recorded local rules. Local rules are generally not considered valid unless distributed to owners.
DC has a condominium act that is administered by the Mayor, and which requires notice of meetings be given to all owners, penalties for willful violations, and many other provisions. I can't tell from here if this law applies to your community, but I would start by googling DC condominium act to get a copy, and then calling the mayor's office that investigates violations.
