The condo Declaration and bylaws for your community will be recorded by the DC government. So you can get a copy of your missing bylaws and amendments by visiting the right government office to ask for copies (Recorder of Deeds?). Rules and Regulations are sometimes recorded as amendments, but are sometimes just non-recorded local rules. Local rules are generally not considered valid unless distributed to owners.

DC has a condominium act that is administered by the Mayor, and which requires notice of meetings be given to all owners, penalties for willful violations, and many other provisions. I can't tell from here if this law applies to your community, but I would start by googling DC condominium act to get a copy, and then calling the mayor's office that investigates violations.

Don't start a lawsuit until you review other posts in this forum for the misery it will likely cause you. (Yes, we know about the respect issues, please don't post those again.)

Thank you for finally giving me a (mostly) helpful reply. I only asked about the parking issue because it was an obvious, easy way to get my point across (oh, you don't care that I have rights to that spot? tell it to this tow truck driver who has your car hooked up...yeah, he's gonna want $100, right now, cash only, to put your car back down), and DC's public information (website) was not particularly helpful in understanding the requirements for a private property tow. The DC Condo Act does, however provide some helpful information. Yes, bylaw changes need to be recorded, which I'm sure they have not been and therefore are not enforceable until they are voted on again and recorded. Moreover, the Act makes it clear that the Association MUST hold an annual meeting and MUST notify me 21 days in advance by mail or in person with written acknowledgement as to the particulars of those meetings. The Act, in general, allows for suit by a member, or a $50,000 fine or 6 months in jail levied by the city, for any person willfully violating the Act. NOW THAT is something that will get the Board's attention...give me my rights, follow the law, or potentially be subject to penalties like that. THAT is exactly the type of motivation I was looking for to get the Board to get their act together. It's clear that this Board will continue to operate lawlessly until they are threatened, and the Act gives me the ammo I need to whip them into shape.
