What is the name of your state? IL
Hypothetical situation: Parents are divorced and mom has custody. Dad is ordered to pay CS and is ordered to carry health insurance on the child (and he does). Can mom legally receive medicaid for child, even though child already has insurance provided by dad? Does Medicaid check this sort of thing (exisiting coverage by another parent)?

I can only answer for my state, where the answers are no and yes.

I will be surprised if the answers are different in any other state, but the only state where I have experience is my own.

If the child has a chronic illness and the medical expenses are high, the parent may be able to get the medicaid to cover the balances left after the HMO payments are made.
This happens often for children with a disability, or children with diabetes, depression, kidney failure, etc.

The Medicaid program does check into whether or not their is other insurance involved along with when they verify Mom's income/expenses.
If they ask her "is there other insurance" and she says No, she is lying and can (and will) get into big trouble later on - - Medicaid WILL evenutally find out ......
