It is legal for him to give you the file, it IS your file right? Just as you can go to the Hospital and request a copy of your file from them, you can receive a complete file from your Dr.
You could make a copy of your file and then give it to a new doctor, if you wish.

Here's what I would do; Go see a 2nd Dr. to get his opinion, don't tell him what the 1st Dr. said, and see if he comes up with the same answer. After you are satisfied with the result, you can give him your medical file.
You have every right to your file, and you don't have to give out your new Dr.'s info.
