What is the name of your state (only U.S. law)? Pennsylvania

Hello, my cousin was stabbed by his wife's daughther back in November. She's eventually going to go to jail for a long time and my cousin is in a nursing home when he should be in an acute care/rehabilitation facility. My aunt (his mother) or his children (not by wife) has no say in his medical care but they feel the wife is not doing what's necessary to see him medically progress. He can not speak or write but he can blink once (yes), twice (no). Can they get witnesses and have him give Medical Power of Attorney over to Mother or one of the Daughters?
