What is the name of your state? IL
I saw a doctor for a possible heart condition about 2 years ago and due to my primary doctor's error, the bill has not been paid by my insurance company and is in dispute. I am in need of surgery now, and my current doctor wants my medical records pertaining to the testing that was done with the cardiologist.

Can a doctor withhold medical records if there is money owed to the practice?

Those records are YOUR health information - not the doctor's. He cannot withhold YOUR records to extort money from you, it's not like some college trasncript.
