Mentally Disturbed Neighbor

My neighbor got married last year and sent notice to our Condo board her new father-in-law would be moving into her condo. He submitted the required information then 2 weeks later the father-in-law whom we shall call Willy arrives with his new wife, her 89 yr old mother, and his mentally disturbed middle age son from his 1st marriage (Our condo association were never told about the later 3 people) "Biff" is around 46 yrs old but has the mind of a 12 year old. Biff somehow managed to learn I had a computer in my bedroom and managed to break into my home on what we now think was several occasions to amuse himself on the internet while his father and step mother were at the flea market operating their micro business. I allowed the first break-in to pass when my former neighbor called crying that her in-laws had just lost their business in another state and recently had a major heart operation. She swore it would never happen again - It occurred twice again. I caught him once when I came home early and another time our Condo security along with a Sheriff's deputy had to drag him out kicking & screaming. Each time he was released into the custody of his guardian - Willy- and that was it. Biff is 6'1 must weight 350lbs, speaks with a Brooklyn NY type accent, many of the women in our Bldg find him menacing looking. In addition to the breaking an entry that occurred in my unit he is constantly getting into mischief - incidents to numerous to mention. Willy is the personification of Willy Loman in Death of a Salesman, his method of trying to control Biff is to roll a newspaper and whack him over the head- which I may add does no good. Willy has been using the carport storage closet to store his flea market items which is against the association rules. He has been told this numerous times but has a very volatile personality and once even threatened our Association Treasurer with a tire iron. I recently found out they left their former home in Pennsylvania when in a similar situation to ours, Biff was breaking into a neighbors home to use their computer to follow the price of 6 shares of stock left to him by a deceased grand parent - It appears when the stock drastically dropped in price Biff threw a tantrum and smashed this woman?s computer then went on a rampage of destruction throughout her house causing $10000 damage. She said Willy vanished shortly after being served a summons. As you can imagine everyone in our complex wants to see Willy & Biff & Family to go somewhere else. This is an upper middle class area and in the 12 years I have lived here we have ever had a problem resident till now. They do not have much money. Willy drives a 1980's Cadillac Fleetwood and has been constantly late paying the association fees. We have heard that is all he pays his daughter-inlaw to live there so I imagine he will fight tooth and nail to stay there. What can we do?

hmmm...what a situation. well you might not have to do anything.. they might just get themselves kicked out.keep written records of everything.as far as you doing all you can do is get the guy in trouble for breaking into your property.as far as the others the condo association should be notified and they should deal with them accordingly.

NOT so funny if you live here!. Ever since these Looney Losers arrived here our complex has not had a day's peace. Tonight I was able to speak again to the lady in Pennslyvania who had her duplex trashed by Biffo, she told me her attorney told her she must have the judgement she got against Willy recorded in Florida. Hopefully when she does he will load the clan into the old Caddy and blow town !:D FYI Willy is the personification of Willy Loman. Drives a 12 year old luxury car, boasts all the time about having known famous people and about how he came to Florida to pursue "business opportunities". He also throws tantrums when ever contridicted, I hear him all the time next door yelling at his wife. Worse, they treat Biff's breaking an entry as silly Biff and his escapades, suppose he breaks into a home one day where the person has a hand gun and blows him away ?. I think the real problem is Biff was failed by the system, he is not sane enough to be out of an institution, his father is not much saner than he is and at his age and health cannot control his behavior

If he has broken in....

If has has broken in to your home - PRESS CHARGES! Call the police and press charges and let them know he has done it multiple times. It should scare him into leaving or keep away - GET A RESTRAINING ORDER would be even better and easy to do if you have documented the insidences. This would be one of the times that police come in handy and will do there job - so dont hesitate to use them.

PA landlady's recording judgement in Florida does nothing to help you. It won't DO ANTHING.

You need to call the police and press charges. You are enabling these people to do what they are doing by NOT pressing charges.

HOA needs to have written documentation on activities AND address these with unit/property owner. If children own property, then start process of eviction through HOA rules and regulations.

:( The first break-in I let pass as a humanitarian gersture. The other break-ins he was caught and taken into what local police call " Protective Custody". He was then released into the custody of his guardian. I contacted the arresting officer on the 2nd break-in and he said because of Biff's condition he is not legally responsible for anything he does. Any damage or liability caused by him has to be borne by Willy. When he was taken into custody a report was made and sent to the social worker who oversees his case. What usually happens the social worker will make a home visit and read the guardians the riot act which they ignore and that is it. Beyond that the police say their hands are tied. Our association's lawyer has tried to contact this social worker but as of this writing continues to dodge his calls. He seems to think she has no place to put him and does not know what to do either. I was hoping if Willy were now forced to pay the Pennslvania woman damages he would flee again and out of our hairs.:confused:
