Question: Can the NCP request to modify the current support order if they are currently $3000 behind in child support?

Our CS order was modified last year in October. NCP wants to modify again. NCP will be getting our child one more night on the weekends. NCP wants the parenting time credit to reflect the one more night. It was already included in the previous modification order. So we wouldn't have to have it modified one year later. NCP is still in arrears due to that modification can NCP request to modify even if they are behind from the previous modification? Thanks! :)
