What is the name of your state (only U.S. law)? NY
I live in a single family home. Behind our house a video store was built about 3 yrs ago. There are 3 large AC units lined up across the backside of the building which is just on the other side of a wood fence that the Video store had put up when they built the place. There is constant moisture running from these things and the whole back corner of my yard is molding and the smell is getting bad. Who would it be best that I speak to about this? The store is part of a national chain.
Would this be a health department issue or town building dept?

I think it is definitely a potential health hazard.

Research "mold spores airborne mycotoxins lethal". But beware. The reading may cause loss of sleep.

If there is that much water run off from these units contact your local zoning dept to learn if any local water run off ords apply to this situation.
