Because if it had mom would not have been turned back at the border being deemed to have abandoned her Green Card. In the future she needs to obtain a reentry visa BEFORE leaving.

How do you know that it hasn't already been applied for and granted with an extension?

Just a side note. The forgiveness of the Secty of State needs to be gotten because of the denial of entry. The reentry permit is recognition she can return to the US and the I-131 is formal recognition of the reinstatement of her green card. It sounds like the border patrol agent was unwilling to make the decision she was who she claimed to be as they can issue a reentry permit at the border but chose not to.

I just thought I would add to the remark I made about the Border Patrol Agent having discretion to admit mom, but rejecting her, this tends to indicate their reason. I found a news article today attributed to The Texas Tribune citing these statistics:
the number of individuals who have been detained or refused entry by Customs and Border Protection agents at the Laredo, Texas, field office rose from 31,800 in FY2013 to approximately 39,000 in FY2014

at the El Paso, Texas, field office, the number increased from 7,855 to 10,170 in those two fiscal years

The reason most were denied entry was fake or stolen documents
