What is the name of your state? ohio
Im very ignorant of the question im asking(wrong generation) so bear with me....My nephew has music file sharing programs on his computer. In addition to slowing the hell out of the computer, ive heard these things are possibly illegal......what's the scoop??.....thanks

There is nothing illegal about the file-sharing programs themselves -- however, it is illegal to download or share copyrighted materials using these programs. Since virtually all of the files being shared using these programs are illegal, well, you do the math... The RIAA, and now the MPAA, are both cracking down on the sharing of illegal materials, so unless the nephew (or his parents, if he's a minor) want to end up owing the RIAA many thousands of dollars, he would be well advised to cease using the programs...
