I have just discovered that a cover of one of my songs is on a CD that I was never informed about and I have received no royalties. It was recorded live at George Williams University in 1997, performance by Dave Van Ronk (now deceased prolific recording artist), by Just a Memory.

What recourse do I have for collecting royalties on that song (which had been previously recorded by Mr. Van Ronk and for which I also received only one or two royalty payments )?

The song is now on a recent release by Numerophon for which I WILL be receiving royalties.

I assume you are not represented by HFA.
Contact the company that produced the CD's and demand your mechanical (compulsory) royalties. Note that the minimum royalty payment is for 500 copies, so if they only produced 500-1000 that may be all the royalty you are due.
