my father won't bury my grandmother

My Fathers Mother passed away last August. There was no will at the time she died. My grandmother purchased a plot and head stone when my grandfather passed on 28 years ago. Since then she has expressed her desire to be buried next her husband. She even has her name and birth date on the head stone. I am estranged from my father and he will not speak to me concerning her burial. My grandmother requested to be cremated and my father followed this request but he will not bury her. Is there any way to make my father bury his mother? We live in CT, her plot is in a cemetary in Massachusetts.

So, wait until Dad dies, take Urn and bury it next to Granddad.
