can't you modify visitation? like asking for supervised visitation at a CSE child support enforcement center, espectially if child is a toddler (more so if NCP has not had contact with toddler)? not a lawyer, just have a toddler with strict supervision order and NCp father didn't like the rules - so I don't have to worry about visitations!!

No no no... if you have an arrangement or visitation order for a toddler and the ncp decides to move 3000 miles away then you inform the ncp that visitation is only be held in your state and locally. You do not send the toddler 3000 miles away just because they thought more of something else than the child.
The first thing you do when one party leaves the area is readdress the visitation agreement.
