Does the woman living with my ex husband, they are not married and this woman is the one that my ex was cheating with while we were still married, have a say so in what medical prescriptions that my ex is suppose to pay for, or even having a say so in anything that is about our children?

Even if he married her, or established an "informal marriage" (I believe that is what TX calls Common Law Marriages) stepparents have very limited rights regarding their stepchildren. Your ex needs to grow bigger "ones" if he lets his gf influence him at all regarding your children.
