Need help H1 transfer - no paystubs need suggestion

My wife has H1 through company A and wants to do a transfer to Company B.

Company A did not pay her and so she does not have pays-tubs from start of her H1i.e. Oct 2007 till Feb 2008.

If we threaten to complain to DOL to get the pay-stubs, from company A they may threaten to cancel her H1 before the transfer occurs.

How should we go about doing the transfer?
What should we do?

Have the new petitioner file the H-1B visa petition on her behalf and the worst case scenario is that it will be approved not as a transfer but as consular processing.
