Need help in CA with juvenile situation

Synopsis:
"Troubled" 13 yr old female teen comes to live with Dad. Teen turns out to be severely mentally disturbed, committing acts of violence against herself and family members. Lying, stealing, truancy, sexual promiscuity, frequent running away and the whole nine yards. This goes on for 18 months. The minor is now 15.

After several arrests and a misdemeanor battery charge against sibling, 6 weeks in juvie, the judge orders placement in group home. The minor runs away during the first 24 hrs. Gets caught and sent to another group home. After 7 days is kicked out. Back to juvenile hall. The judge sends her back to mother in another county. 3 days later, the minor runs away. Is currently living with "friends." and has been for over a month. Minor fails to appear for court date, where new county's probation dept. refuses to accept her as a probationee. Now has failure to appear charge, as well as violation of probation pending.

This kid is positively incorrigible. Neither parent nor any relatives are willing to have her in their homes. They are afraid of her. The probation officer said she belongs in a level 14 group home, however, there is a long, long waiting list. What is likely to happen when she is arrested on the FTA and violation of probation charges? Will she return to our county because she has been refused for probation in the county where she is currently residing? HELP......
