If DFACS comes in and takes a married couples kids because of neglect and drug use in front of the children and those children are placed up for adoption and then the father turns around and gets another woman pregnant (while still married) and she then choses to put that baby up for adoption can he stop her from that?

Short answer: yes, at least temporarily.

He can certainly try to contest the adoption.

Whether or not he would be successful depends on several factors. Nobody here can really say for sure.

the pregnant woman is my husband's cousin and I am one of the people interested in adopting the unborn child

Having children removed in the past does not necessarily mean you're unfit in the future.

He may well be able to scupper Mom's plans.

Why would your relative be with such a "neglectful father" and allow him to impregnate her? Have the parents' rights been terminated yet?

How do you have that much information regarding those children since these hearings are NOT publicized?
