Hi! I live in Atascadero California (San Luis Obispo County) and have been trying relentlessly to get the city officials to enforce their codes and ordinances since my initial code violation complaint of my neighbor's discharging sewage started October 2007. I owned the house for three years prior to the discovery of the sewage pooling on my property immediately following the illegal/non permitted installation of leach lines in my neighbor's backyard. I have photos of the contractor digging a trench and installing the leach line pipe in the ground as well as multiple sample test results with high positive numbers of fecal and coliform, yet the City of Atascadero refuses to acknowledge the problem, enforce their codes, or hold the property owner and contractor liable.

What steps can be taken to achieve a resolution?
