Neighbor dog problems

I am just coming home from several days and find that my neighbor has taken it upon himself to place his dog kennel right against my 6' cedar fence.

What irritates me most about this is, he had other fences to place his kennel against but I guess placing it against MY fence, better keeps his now caged dog(s) out of sight when he looks out his back window.

I have several issues with this. One, I had a VERY minimal fly problem up until this past week, two - they are relatively vicious dogs who like to bark and three, I'm nervous having my kids in the back yard when in the past, his dogs have bounced on my fence so hard that I thought they were going to break it down.

I guess the reason I'm posting here is in hopes of finding some remedial suggestions. This bunch isn't overly friendly and having a friendly neighbor chat probably isn't a solution. This really irritates me because I have young kids and again, had no insect problem so while he moved his problem further away from his own patio, he moved it closer to mine. To my way of thinking, repeated calls to the health department are about the only solution once he allows this pen to build up as I suspect that he will (only because to date, he has seriously allowed his back yard to degenerate as a consequence of the animals and yes, maybe he IS trying to do something for his own backyard but again, at my expense (flies have already increased in number) - so... again, can someone help with solutions? Guess I was shocked to find this kennel against my fence on his side because on his other side, there is more room between him and his neighbors and on the one side, it's a rental versus a home owner. Anyway, don't get me wrong, I'm a dog lover myself however this has all the earmarks of being a situation where neither the caged dog or the insect ridden/child safety concerned neighbor are concerned.

I'm not completely sure, but I think you might get a better response if you copy and paste your questions on the Real Estate law board, or the Litigation law board. What do you think ?

I mean, you're perfectly welcome to keep your post here, but unless you know someone who's planning on marrying a dog and throwing dead flies at the Bride and Groom as they walk out of the church, you might want to change boards. But, it's completely up to you.
