To date, we have never had a goat get out of our fencing.
That alone is proof you're living a charmed life. I've had them push the feeder across the lot to jump the fence, double-jump off a tree, and literally climb the cattle panels. I had to tie one to a cement block for a week until I could install brackets and barbed wire for an extra 16" above the 52" panels he was getting over. I don't have any electric except a scare wire to keep other things out, mostly away from the poultry and rabbits. One of my Beagles has learned to jump the wire and through the panel. Back on point: I would sue her. Once can be an accident, and neighbors can let things go. Twice, plus the attitude displayed, means she'll just get more dogs and they'll be at your house killing more livestock. I have neighbors who have 19 (at last count) ****apoos. They built two rooms on their house just for the dogs. They come over every time they get out, and get my dogs and birds stirred up.
