Neighbors Landscape on my Property

Neighbor has built wood landscape ties on my parents property about 20 years ago. At that time the neighbor would not move them, but the neighbor and my parents verbally agreed that the ties on my parents property were belonged to my parents. I was a witness to this agreement. The original owner died and house now belongs to the owners estate and is going to be sold.

I spoke to the estate administrator told her that I want the ties removed now that the property will be sold. He said she will determine this, but stating he did not want to move the ties since it is only few inches over line and it would be expensive. Neither are valid reasons in my book. There has been no resolution in a few months.

A few questions:
Is an an official record of the easement created when the neighbors house is sold,surveyed or other method?
Can the administrator create an easement?
Will the landscape ties over the boundary create a problem when the times comes for my parents to sell their house?
What are my legal options to get the ties removed?

Why do you believe that the neighbor's estate has any obligation to remove wood landscape ties that are on your parents' property? Both your parents and the neighbor agreed these landscape ties belonged to your parents.

Why do you think YOU have legal options? The options, if any, would have to be explored by your parents ... not that I see there are any (except for your parents to remove the landscape ties themselves if they don't want them).

Let me restate what Quincy was strongly implying: The ties belong(ed) to your parents (and now to their estate.) The neighbors have no obligation to do anything with the ties that don't belong to them/their estate.
