Hello, I am looking for advice or a way to handle this situation. Moving is not an option at this moment.
I live with my mother and sister, we have a leased townhouse, were there is shared wall between the neighbors and us.
Neighbors are a husband and wife, with at least 2 13+ year old children, and one 4 yr old.
The problems started 3 days after we moved in.
The neighbors started play war video games (Call of Duty etc.) so loud that it was shaking the walls, vibrating the floor, and shaking the coffee table. He asked them to turn it down and their response was “f you”. So, we have reported this problem to the property manager, he said he would tell them to quite down. After numerous complaints from us about their music, video games, and them banging on the walls the property manager finally started to do something. This problem has not completely stopped. The property manager has called us a couple of times asking about the noise level and he told us the neighbors just called him saying we were being loud. This was funny because no one was home and nothing was left on. The property manager realized that they were calling and making false reports about us while they are the ones doing it. After months of reporting this problem to the property manager he issued a noise violation on the neighbors. This still has not stopped this problem but has lessened it. though, the noise violation has cause one incident that night, the neighbor and other family members that live in the complex all hanged over the gate yelling at everyone that walked by and that this is there territory and you don’t belong here.
Another problem that started after we moved in was the neighbors put a huge boulder that my mother could not move in front of the gate (the alone way one can get in from this gate is if you jump it or have someone from the inside move the boulder) that leads to the parking area. We asked them to keep the boulder out of the way or at least move it when they see my mother come home. That was received with another “f you”. We also reported this to the property manager as well as how the boulder is safety hazard because it’s not easily moved and attached numerous pictures of the various boulders that have been in front of the gate. The property manager responded saying “I have no idea why they have a boulder blocking the gate from opening”. We also told him, that they let their dog and 4 yr old run loss without supervision. So, he said he will tell them to keep the boulder out of the way. This problem is still in the fixing. There has been a situation where the neighbor went outside put the boulder in front of the gate went back inside their place then came out 30 minutes later screaming “who the f put that boulder there, this is complete bulls***”. I caught this on video. The property manager figured out that the gate has no latch which is an easy fix. The property manager got the approval from the owner to install a latch and told us that it is going to be installed by the end of the week of 3/16/17. This did not happen as of yesterday (4/12/17) the repair guy showed up and made a huge scene about fixing the gate and said it could not be done. The repair guy went on about how he had done the maintenance of before the townhouses went to a property management company and why the f is the gate such a problem. It can be fixed, my father a General Contractor already looked at it when he came by to visit with at couple screws and a latch.

To start there is only 3 parking spots for 13 unit townhouses though there are 3 other spots that we can park in if the parking spots are taken. We asked the property manager to verify that these spots were allowed to be used. He said we could park in those spots. Sometimes when my sister or mother comes home between 6pm and 2am there is no parking spots to park in. So they park in one of the other spots. Well the neighbors claim that they cannot get out and we are parking in places that are not for parking and report us the property manager. Remember the property manager said we could park there if there is no parking. Then when there is a parking spot my mother and sister park behind each other. We did talk to the other neighbors that park there and they had no problem with how we are parking. The neighbors also complained to the property manager and he said he had no problem with us parking like that. This is a continuous problem with the neighbors. Then the neighbors like to park in the middle of the driveway that leads to the garages so no one is able to get to their garages to park in then scatter their stuff out in the area.
Then an incident occurs, were my mother went to go to work and someone stole the wheels off her car and left it on blocks. We called the cops they came out, looked around, and said that this had to someone that is nearby since there were not tire marks or shoe prints so some carried off 4 wheels and the equipment used to remove the wheels. After the cops left the neighbors came out and said that is what you deserve you don’t belong here and started laughing. We also informed the property manager of this incident as well as what was said by the neighbors. This incident also opened up a door of other comments from the neighbors. My father came by to check to see if there was any damage done to the car beside the wheels missing. My father came to our door and rang the bell and the neighbors came out yelling “who the f are you? Why f are you here? If you do not more that piece of s*** car I am going to have it towed” then slammed their door. We reported this to the property manager as well. The property manager called us back about this and he said “they cannot tow your vehicle and if they do attempt it call the police”. While we were discussing this he also mentioned that the neighbors have been making a lot of complaints and none of them are complaint worthy. That he told the neighbor that her complaints are border line stalker. Which we had a feeling about this because every time one of us leave and she hears the doors unlock or open or close she is running outside with her camera on.
Another thing that neighbors have been doing is they wait in their truck that is parked in front of their garage for my sister to come home and walk through the garage. Then they get out of their truck and start scream and cussing her out every night. We have informed the property manager of this and he said that they are harassing us. We told him that if they keep doing this we are going to call the cops. The property manager was very persistent about us not calling the cops.
