I have an idea for a new electrical outlet but do not have the exact circuit design done yet. I have not been able to find this product anywhere nor do I know where to look in the patent world. My question is can I patent an idea without the exact design and how do I go about it?

You might be able to patent it without the exact circuit design, so long as you can describe the circuit with enough specificity so that the circuit is fully "disclosed" in the patent application -- in other words, if you can provide enough detail so that someone with the requisite level of electronics knowledge could read your patent and build your device without "undue experimentation," then that is sufficient to obtain a patent.

You can read up on patents and the patenting process at www.uspto.gov -- however, if you've never patented anything beofre, you may wan to enlist the services of a patent attorney or patent agent.
