new managment/special assessment

What is the name of your state? I own a condo in Delaware. I received a notice today stating that a new managment company has taken over my condo. The reason for the notice was to inform the owners that a special assessment of $5,000, to cover repair expenses left by the old managment company, was being charged. I currently pay $225 ($185 fee and $40 special assessment from old company) a month which covers landscaping, garbage, and snow removal. The new company wants $5,000 by 8/1/05 or $420 a month for 12 months. Does the new company have the right charge me this "special assessment"? Do I have any recourse? Thank you for any help.
