What is the name of your state (only U.S. law)? CA

I am writing this to ask about a situation my sister and some friends are dealing with in California. They live in a mobile home park in LA County that has recently been bought out by new owners. The new owners are giving people only two-three days to make major repairs or upgrades (such as painting their homes, putting up new fencing,etc.). They also made a repair to park plumbing that was causing a leak in my friends yard and charged him with the repairs even though it was only broken due to the parks failure to maintain thier plumbing system, are they allowed to do that? What can they do to fight this?

Sounds like the best bet is for this tenant to begin reviewing the lease to learn exactly what it says about the park ordering repairs to homes it doesnt own , I did find re the plumbing > http://www.hcd.ca.gov/codes/mp/articles/MP_Article_5.pdf anyway search through this > California Department of Housing and Community Development and your states atty general consumer affairs links to learn more about the laws that are written for persons who own a home but are sited in a so called mobile home community.

I would even go as far as calling the Office Of Consumer Affairs , your local Attorney General's Office .

Also look for a housing organization , or perhaps even Legal Aid .
