We just purchased a condo in San Diego. The association fees include hot water. When we moved we discovered that we had no hot water and reported it right away to the 24 hour onsite Maintenance person. It has been one week and we still have no hot water. I have called every day and visited the management office and talked to the "construction" manager. Just yesterday he told me it may take another week. First, they said it would be the next day. Then it was there was a broken pipe. Then it was they hooked it up to the wrong "line". Now its another week.
Now he says the plumbing service that they hired tells them that because one of the buildings is empty - new condos and haven't been released to sell - there is not enough usage in the tank to keep the hot water reserve filled there fore there is not enough hot water and/or pressure to get to our building.
My concern is, I won't have hot water until the empty building is released and they have to sell those 10 units before I get hot water. Is that legal? Is there someone I can contact to get the truth? What are my rights? Is it possible the sellers aren't keeping the hot water on all the time because its too expensive? What can I do?
