What is the name of your state? Texas

My husband rear ended another vehicle we do not have insurance neither does the other party. Damage is minimal. Their vehicle is only worth $250.00 on Kelley Blue Book. They are asking for $750.00. What would be fair? Do we even have to pay if neither party had insurance? There was no accident report and no written eyewitness statements.

tell them if they want to try to jerk their chain and go for 750 dollars you will file a police report and his license will be suspended for being in an accident uninsured.

Basically tell him that if he tries to take you down, you'll take him down with you.

Offer him 250 dollars and a release of liability from him.
