Non conforming basement

This question is regarding buying a single family home. There is this house which we like, but it has a non conforming basement with 2 rooms and a bathroom. This house which is perfect in every other way has not been sold for over 2 months due to this point. (1) Is it advisable to buy such a house? What are the problems we will face? (2) Can this basement be converted into a conforming basement in the state of Seattle? (3) Will we also have a problem in selling the property when the time comes?

1: The first is not a legal question (it's something you need to decide). The second is very broad.
2: That is something you should consult with the city of Seattle about.
3: That is purely speculative.

If you don't intend to use the rooms as bedrooms it doesn't create any issues for you. If you are obtaining a mortgage the appraisal on the home will not include these rooms as bedrooms.

You may have to add windows, ventilation, lighting, etc in order to convert.

When listing the home and pricing the home the additional rooms in the basement should not be included as bedrooms. You would only have issues selling if you expect to get a higher price because of these additional rooms.
