What is the name of your state (only U.S. law)? IOWA

I would like to know the financial responsibility of an out-of-state licensed non-owner driving my car. This person is not sure if they have insurance due to being separated from their spouse. I have full coverage on my car. I have been calling the Iowa Dept of Transportation but after waiting 20 to 30 min for them to answer my call I hang up, hoping someone here can answer my question. Thanks.What is the name of your state (only U.S. law)?

The DOT has nothing to do with this at all. Your insurance will cover you (and the driver) if you lend your car to someone else on an occasional basis. If this other person is going to drive it regularly, you need to add them to your policy.
