NSF Landlord/previous arrangement

I need help. I lived in an single apartment,above my landlord, for 12 months.Concurrent with the lease ending, I lost my job of 10 years. My lack of monies caused my rent check to bounce. My landlord advised me that he would take the deposit, and apply it towards the last months rent. Now that I moved, he is claiming he wants $200 for a cracked toilet,and threatening me with the NSF check , that we already worked out for payment. He knows the toilet was cracked when we moved in, in fact he later told us he had "code enforcement" called on him by a previous tenant. No one in my house cracked the toilet (he knows that....the place was a fixer-upper when we moved in), now he is threatening a felony for the $550 nsf check, can that be done? Does he have a legal leg to stand on after he agreed to take the deposit for payment? I dont want to get criminally prosecuted over this. Any advice would help me greatly.
Also, Can the USPS give out a forwarding address with the new privacy laws in place?

So call code enforcement and get the records! There would be your proof

Regardless of any "agreement" you had concerning your payment for the NSF check. DID you make restitution?

The check is a criminal matter, the lease is a civil matter. Any monies owed to the landlord for other than normal wear and tear is civil as well.
