One ugly situation!!! Please help!!

Currently my step daughter lives in Virginia (her stepfather got stationed there), we live in California. She use to live in California, so we already have a pre-existing case here. My husband has to go back to court to modify the existing order. He called his ex and asked to have his daughter for 6 weeks during the summer, her response was no way, only two weeks. He believes this is not enough time to get her adjusted to our home and rules. We also have a daughter together and would like them to bond together also. I went to the east coast for the military and decided to stop and see her. I spent the whole time cleaning her house and babysitting her other daughter. She just moved into a one bedroom apt with all three of them, and she works anywhere from 60-70 hrs a week. So we offered to take my step daughter till she got on her feet (she is going through a nasty divorce also). She said no way she didn't want her daughter to feel abandoned. So we went to the paralegal to do the paperwork (we can't afford a lawyer). The paperwork states: 2 months during the summer and every other Christmas (we wanted it so we wouldn't have to go to court again she starts school next year). Split 50/50 cost of airfare, he flies there to get her and she flies here to pick her up. Then when she turns 5 she will be escorted on a direct flight to us by herself. Is this unreasonable? This is what the paralegal recommended. Can she also get a change of venue? If she can how is it exactly done? Sorry so long thanks for any assistance One last thing I just found out that she cut off her phone so we have no contact with my step daughter. I am currently tring to get a transfer to Virginia so we can spend more time with her. This could take anywhere from 1-2 years. What do we do?
