Our Neighbor "tapped" onto our water line, we are on a well.

What is the name of your state (only U.S. law)? MT
We moved onto our property in 2009 and our neighbors were moving into their new home that borders our property at the same time. We have an easement for our water line that is on their property. We believe that they built their house where they did so that they were able to "tap" into the water line. We have water rights to our well, they do not. Is there anything we can do?? I am in the process of filing a complaint with DNRC of Montana but they don't seem too interested in pursuing this much past a nasty letter. If they had tapped onto our cable line, the cable company would shut them off, but the state doesn't want to do that.

How do you know they "tapped" onto your water line?

I'm a little confused by your reference to "water rights to our well". Who owns the well? Who pays for the electricity to pump the water? Is it simply your well and the line crosses their property? If so, why not just shut off the pump and wait for them to come knocking?
