out of state visitation rights

my finance had a court order for visitation rights of his daughter in bedford cty, pennsylvania. this was only for 1 day/wk between 8am - 4pm (only 2 hrs) of supervised visit by children & youth. since we moved to north carolina 3 yrs ago he has tried on several occasions to set up a visition with no luck. about 4wks ago we tried once again & they said they closed his file due to his not visiting in 3 yrs. well relocating takes a financial strain on everyone - he first had to establish hisself w/good job. had to accumulate time off, etc. bottom line is since they basically dropped him what are his options now??? he has been paying his support regularly but is getting rather frustrated with the legal system. we talked to lawyer in pa & he basically said he would fight for partial custody since we are in nc but just recently told us he couldn't take our case. also - is there any way around not going to court??? child is 8yrs old & i strongly believe she needs to be able to see her father.

He he cared so much for the child, why did he move out of PA and therefore put himself in this financial situation?

There is no way round this without going to court. He also has no chance at partial custody and this is probably why the attorney would not take his case.

Since there has been so little contact and you personally have probably not met the child, why do you strongly believe that the child need to be able to see her father?

Why was the original court order supervised and only 2 hours a week? This does not happen unless something bad happened..

Without money and being in NC, you have no options.
