I am interviewing development partners and/or vendors to code a business application. Some of the companies are located in APAC. How should I protect the IP (patent-pending PCT)?

Is your application patentable in the first place? You might want to sit down with an attorney who has experience in offshoring to discuss your issues here. A patent may be the way to go, if the application is otherwise patentable. Depending on the application, you may need to obtain a license to send the code out of the country (unlikely, but you should check). There may also be other ways (copyright, contract) to help protect your IP. But you really need to sit down with an attorney, who can review all of the facts fo your situation and advise you accordingly.
