An aquaintance of mine has recently begun employment at a camp for children. His boss has been scheduling the crew to work 11 hour days and will not allow them to leave the property at night. Because they are being told where they must be, should the staff be paid for time which they are not necessarily working, but are told where to be?

This is a tricky one. I suggest your friend call his/her State's Department of Labor and ask about this.
