What is the name of your state? RI

I paid to have a search done for my patent. It cost me about a grand and was done in 2001.

The actual patent was never applied for. I have not had the $$ to pursue my idea but now I do. I went back and found that my friend who was going to run with this a few yrs ago, never applied for the patent either. I was under the impression that he did. I know no one has since created anything like what I plan to build as I am VERY active in the sales community of the products domain.

Can I still submit or do I need to pay $1k for a whole new search?

You can file your patent application without a new search. The search is never necessary -- but it can reduce the probability for surprises during patent prosecution.
