What is the name of your state (only U.S. law)? FL

Last year our company cut all employees pay with the promise to repay back the amount taken.

A notice was given to each employee and stated as long as you stay with the company you will receive the cut back.

There was never a date give to when it would be paid. Even though this is the case, is the employer obligated by law due to the notice to pay everyone back and is there any time frame even though it was not stated clearly.

Probably not. A "promise" is not generally a contractual obligation, especially since the time frame was so vague.
