What is the name of your state? Maryland
My employer has posted a notice above the time clock that says that if you forget to clock in or out at any time, you will NOT be paid for those hours. Is this legal? As a manager for years, I was told I could NOT do that, I had to get a "best estimate" from the employee and they must be paid for hours worked even if theyf orget to clock in or out.

No, it is not legal. Your understanding is correct.

IF the employer actually implements this policy, the employee who is unpaid can file a complaint with the state DOL. You cannot file a complaint because the sign was posted. Posting the sign, or even having the policy, is not illegal. IMPLEMENTING the policy is.

Of course, the best way to solve the problem is to NOT forget to clock in.
