what can be done if a deal is made between two internet users to buy a used item for an agreed upon price. The agreed upon amount is sent through paypal and received by the seller. The product is never received by buyer.
The seller gives a series of excuses then a usps tracking number which shows the package received in an unrelated state.
Seller is asked to return funds but tells buyer to wait.
Then quits responding to emails and instant messages.
1. can i file charges in my state for illegal conversion?
2. can i bring a small claim in texas state court against a massachusetts resident when the amount in question is under $200?
3. is there any legal way to track the seller, maybe through her ISP?
Thanks for any advice.

Report it to the website from which you purchased. Reprot to paypal. Ask them. If you really get upset report it to the United States Postal Inspectors, police and anyone else. But you'll likely be out the $200, as a suit will cost more and you'd never likely collect any judgment.
