payroll paid employee incorrect wages and refuses to pay the difference

I have a budget that is run through our local education agency but the funds come from the state. I pay someone to do work usually a couple of weeks a year that also does other work for the school system. She gets paid a lower rate for the job she normally does, sub teaching. I paid her a higher rate for her hours last year. I called and told the woman that had to approve her hours this year to make sure her hours were approved and pd again at the same rate a last year. A different woman actually prints checks and must enter the rate and assumed that this employee be paid as a sub and did so. Now she refuses to pay her the difference per hour saying she didn't know about the different p/h rate. This same woman paid the higher rate to the same employee last year for the same job category. The asdigned approver of hours for this employee said she didn't remember me confirming a the higher rate as the rate of pay. Is there something I can do to make sure the employee gets the appropriate rate out of my budget? The fiscal year ends 6/30

Well actually in this case she is doing work for me. Payroll clerk didn't want to make the correction I asked her to make to the rate of pay. I can make requests from my budget but I can't do the payroll. If I could correct it I would.

The "what can I do" part is internal policy. The employee may have a legal issue if she doesn't get paid properly, but what means you use to see that she is paid properly is set by internal policy, not law.
