What is the name of your state (only U.S. law)? NC

I am North Carolina resident and got a ticket while travelling in Virginia. The charge is 'Fail to yield for stationary emergency vehicle' as I did not change lanes on a 2 lane highway while the officer's vehicle was still and he was ticketing another guy. This is listed as type: 'Infraction'. I want to understand:
1. How many points will be given for NC driver?
2. Does it impact Insurance charges?
Is it advisable to approach a attorney to reduce the charges? There was no speeding issue as I already slowed the vehicle well within the posted limit.

North Carolina does not issue either license nor insurance points for out of state tickets of this nature.
If you have a North Carolina issued auto policy, the fact that you didn't get insurance points means that your rate should be unaffected.

There's really nothing to "reduce" this ticket to in Virginia. You're already getting a fairly minor citation.
If you show up in court, and have a relatively clean driving record, you can possibly get the fine (but not the court costs waived) but the cost of even a minimal attorney appearance would be way more than that.
