What is the name of your state? MO
When you Petition for Alien Relative to Immigrate to the US, Does that relative have to live in the State where the Petitioner lives or are they free to live in another state??

It really depends on which relative you are petitioning for. If you are petitioning for a spouse, it is expected that the spouse will live with you. The same would go for petitioning of young children. However, if you are petitioning for parents, older children who may or may not be married or siblings, then obviously there is no requirement that they live with you or even in the same city or state.

As you might have guessed i know nothing about Immigration Law.
My soon to be EX daughter in law brought her grandmother here to live. Actually her mother was the petitioner as my daughter in law is not a USC.
The grandmother is living in my son's home after he had begged his wife not to bring in another person as they were already having finanical problems and didn't need another mouth to feed.
She went against his wishes and brought her into the home to watch his children as they both work nights. Now he fears for his children as the grandmother speaks no English at all and can't even make a 911 call if something were to happen while they were at work.

I have been reading and trying to figure out how she could be living legally in his home as she would have to have financal means.

Since his wife doesn't make enought money on her own to support her grandmother, Wouldn't she then have used my sons income?? Wouldn't he then have to had to sign a contract between the Sponsor and Household Member??

The grandmother wasn't here in the US a week until the granddaughter had her to the DFS office to signup for foodstamps and Medicaid. Is this Legal??

No, she would not have had to use your son's income for anything. If her daughter was the petitioner, then most likely she was also the sponsor and it was her own income that would have been used for the grandmother to be eligible for a visa. If your son did not sign anything then his income could not have been considered for anything.

As for bringing someone to live in one's home, that is between the parties involved and has nothing to do with immigration law.
