I am neither a relative or lawyer for the potential conservator. I am just willing to help with the process.

Can I simply file and pay for a petition to the court for conservatorship on behalf of my husband, for his mother?

You can pay, you can't file. HE needs to file.

Well OP can technically walk into the court-house to hand over the money ... or mail in the petition ...

Putting the papers in the envelope, sealing it, applying a stamp, and mailing it don't mean that the OP is filing it ;)
