We are a small self managed 16 unit condo complex in Missouri. As president, trying to enforce 1 pet limit/unit. The two dogs are also disruptive and annoying (incessant barking), and owner less than diligent about cleaning up after pets. all these points are mentioned in bylaws. Owner asked for exception - board of managers supported bylaws as written and declined request. Owner refuses to comply, has been given three written notices and sufficient time frame to comply (6 weeks total). Utilizing the following from our bylaws: m) "Promulgation of administrative rules and regulations and such reasonable rules and regulations as it may deem advisable for the use, operation, maintenance, conservation, beautification, and protection of the “Common Elements” and for the health, comfort, safety and general welfare of the unit owners and occupants of said property" the board of managers has decided to implement $100/month fine for noncompliance. Reasonable? Legal?
