What is the name of your state? Arizona
I received a photo enforced speeding ticket awhile ago and got a notice in the mail I have not been served by anyone yet but I did go to court to pay a parking ticket I had and on the website it shows the speeding ticket in there with a court date for March 18th 2019. Did I some how get served by going in? Or is it just part of the process? I’m trying to avoid it but want to know if by going in to pay the other ticket if I somehow served myself?

It's part of the process. Photo radar is a cash cow for those places in AZ that still have it. First they send you the letter, which is not proper service, but is cheap and contains the threat that if you don't pony up the fine they'll send a process server and add the cost of the process server to your fine or find you guilty in absentia and suspend your license. The town of Paradise Valley is notorious for that kind of blatant extortion.

Back when photo radar was popular throughout the state we had a governor who came right out and admitted that the revenue from photo radar was a healthy part of her budget.

You might as well go in and pay it, or go to traffic school if you are eligible. The chance of winning against the extortion is slim to none.
